Development Specialist, Data and Statistical Analyst - Pohjois-Pohjanmaan elinkeino-, liikenne- ja ympäristökeskus

We are seeking a permanent Data and Statistical Analyst interested in developing monitoring systems, statistical data systems, and various digital data management solutions for employment and integration services. The specialist's responsibilities include developing data-driven information products for the Employment, Development, and Administration Centre (KEHA), the Ministry of Economic Affairs and Employment, and employment authorities, as well as conducting complex data analyses. Additionally, the analyst will participate in the development of the Labour Market Statistics. KEHA's statutory task is to evaluate and monitor the effectiveness of public employment and integration services and produce related information for strategic needs of ministries and employment authorities. This evaluation is based on KEHA's own register data and reporting solutions derived from it. KEHA supports operational service system functions by producing and maintaining national statistical systems and various BI applications. The Data Analyst will independently and collaboratively develop national solutions and digital tools to enhance the utilization of data for operational or strategic monitoring of employment and integration services. They will leverage KEHA's extensive register data and advanced data platform solutions. The analyst will also coordinate and oversee external supplier collaborations for various assignments. The tasks are aligned with the information needs of KEHA management, the Ministry of Economic Affairs and Employment, and employment authorities. The analyst will also handle tasks related to data analytics, such as defining and analyzing data sets and packages, and processing data requests directed to KEHA. Participation in the development of national customer registers for employment services is also possible. Data handling and digital reporting will follow KEHA's operational principles and comply with data protection laws and GDPR. The Data Analyst will be part of the Evaluation and Data-Driven Management unit at KEHA. Success in this role will impact the development of data-driven decision-making and utilization of information in employment and integration services. Advanced digital tools are essential for providing timely and reliable data to support decision-making, societal discussion, and service management. KEHA offers extensive data management tools, the Mylly data platform, and comprehensive register data. Digital reports are primarily built using MS PowerBI and Mylly data warehouse solutions. Development tasks include: - Defining, developing, and deploying digital reports related to employment and integration services - Executing digital reporting assignments and leading vendor development teams - Identifying and mapping data needs for digital reporting - Co-developing digital reporting with the Ministry of Economic Affairs and Employment, employment regions, and municipalities - Various data analytics assignments (creating datasets, analysis) - Developing data standards and structures for information systems and maintaining the statistical database - Other tasks as assigned by the supervisor.
