Job Description

A permanent position is available for a CHIEF HVAC ENGINEER in the building inspection unit of the urban environment services. Building inspection promotes, guides, and supervises the development and preservation of a high-quality building stock and a pleasant environment. Building inspection serves residents and ensures the consideration of the public interest in its activities. The Chief HVAC Engineer is responsible for the overall management of building inspection's technical building services activities, their development, and acts as the supervisor of the technical team. The role includes decision-making in the field, permit preparation, and organization of inspection activities. Tasks also include interpreting legislation, networking with stakeholders in the HVAC sector, and guiding and advising builders and designers. Key responsibilities briefly: Acts as the leader of the building inspection's HVAC team, as a direct supervisor of HVAC engineers, and as a member of the building inspection management team; Responsible for receiving technical plans, analyzing the operation of technical systems, and maintaining goal-oriented interaction with designers; Approves permits and their designers and responsible persons; Decides on permits according to delegation rules; Guides and advises builders and designers on building and energy technology issues, including training; Influences external stakeholder networks, inter-city cooperation, and cross-departmental working groups within the city. Remote work can be arranged with the employer. Familiarization with the job and supervisory work requires presence at the workplace in sufficient measure. The qualification requirement for the position is a higher university degree in the HVAC field. The role requires a good understanding of building inspection work, environmental monitoring tasks, and the role of authorities. Practical experience in HVAC design for new and renovation construction and construction supervision is required. Knowledge of construction law and related regulations, understanding of energy efficiency, lifecycle environmental impacts, low-carbon solutions, and good stormwater management skills are also required. Good communication and collaboration skills, as well as clear communication abilities, are essential. The role demands a development mindset and problem-solving skills. Success in the role requires the ability to act solution-oriented in customer service situations, proficiency in information technology, and readiness to use digital systems. Leadership skills and understanding of human management and teamwork are necessary. The authority associated with the position requires independent decision-making ability and fairness. Experience in building inspection work, knowledge of data models, and building automation are advantageous. Previous supervisory experience is beneficial. Openness to new working models, innovative and goal-oriented working style, and ability to coordinate teamwork also support success. Language skills required by law for public sector personnel apply.
