Job Description
We are seeking a Technical Director for Pellon municipality for a permanent position starting from 1.1.2027. The core responsibilities of the Technical Director are defined in Pellon municipality's administrative rules (§ 22) and include: - Responsibility for environmental development, construction guidelines, building supervision, and land use planning, including financial, operational, and developmental aspects. - Responsibility for defining strategic management related to planning, construction, and procurement. - Acting as a supervisor for staff within their areas and managing occupational well-being. - Serving as the presenter for the Building Committee and as a preparer for the municipal board and council. - May act as the operational director or board member of designated municipal subsidiaries. - Handling building supervision and inspection duties alongside other staff as needed. What are the requirements for applicants? - Suitable higher education degree in construction (e.g., Civil Engineer / Construction Technology AMK) or previous qualification as a building inspector under transitional provisions (Construction Act § 103, Land Use and Building Decree §§ 4 and 108). - Sufficient experience in building design and construction tasks. - General eligibility requirements according to the Constitution. The selected Technical Director should have proven experience in: - Supervisory and leadership roles. - Financial, municipal, and group expertise. - Public procurement, investments, contracts, and tenders. Additional advantages include: - FISE certification. - Active and positive collaboration and communication skills. - A proactive, active, and efficient work approach. - Previous experience in building supervision and inspection. - Knowledge of legislation (e.g., Municipal Act, Administrative Procedure Act, Companies Act, Construction Act). - Good IT skills and at least a B driving license. - Proficiency in Finnish (spoken and written), and fluent skills in Swedish and English. Employment details at the start of the employment relationship: - Starting date: 1.1.2027 or as agreed. - Salary based on TS and local job demands. The task-specific salary is 4854.14 euros/month. Additional personal and professional allowances may be paid. - Six-month probation period applies. - The selected candidate must submit an acceptable medical certificate before assuming the position. - The application period is from 1.7.2026 at 12:00 to 16.8.2026 at 23:59, submitted electronically at www.kuntarekry.fi.
