We are seeking a specialist for employment services in Ostrobothnia. The Kohtaantopalvelut unit handles recruitment services for job seekers close to the labor market and lighter job search support services, such as coaching and continuous learning services for job seekers needing skill development. Additionally, we manage procurement of external services and payment of subsidies. The unit also provides services to employer and corporate clients, including telephone advice, support for job advertisements, and recruitment training. In this role, you will be responsible for the overall procurement processes of employment services, particularly planning, tendering, and developing substantive procurements. The position requires a strong understanding of employment services and processes, as well as the ability to ensure procurement effectiveness, legality, and smoothness. Key tasks include: - Preparation, tendering, and contract negotiations for employment service procurements - Development and standardization of procurement processes - Coordination of contract management and lifecycle management of procurement agreements - Quality assurance, risk management, and internal control of procurements - Monitoring and reporting of external service costs - Preparation of procurement proposals for decision-making You will work within a broad stakeholder network and collaborate closely with service providers, training organizers, and internal units. Additionally, you will guide and advise the organization on procurement matters and produce instructions and communication materials. The job requires active networking skills and the ability to ensure service delivery according to service promises. A suitable higher education degree is required. Proficiency in both national languages (Finnish, Swedish) in spoken and written form is required. Additional language and experience allowances may be paid. Salary is determined according to the KVTES level pay system. The probation period is six months.
