Financial Manager

Kotka is seeking a Financial Manager for a permanent appointment starting 1 March 2027 and, before that, a fixed-term position from 16 November 2026 to 28 February 2027 or as agreed. We are looking for an experienced and hands-on financial administration professional. The role combines deep financial understanding, management of wide-ranging processes, system know-how, and close collaboration with the city’s different areas and service providers. Our aim in the Finance unit is to provide functional processes and up-to-date information and high-quality support for financial planning and monitoring. What we expect from you? You can operate under tight schedules and you have experience in various roles within financial administration and directing activities. You are eager to understand the needs of the city’s sectors and not afraid to tackle practical challenges. You understand how financial management can support the organisation’s operations cost-effectively and impactfully and you want to develop operations accordingly. Key duties: lead the finance team and manage the annual cycle processes; analyze financial data, produce documentation and develop reporting; finance service provider and stakeholder collaboration; assess tax revenues and state subsidies. Qualifications: Education requirement: a suitable higher education degree. Other requirements: the position requires broad financial administration expertise and up-to-date knowledge of municipal financial regulations and authorities’ guidelines. Desirable: knowledge of the municipality’s group operations, accounting and bookkeeping; experience in supervisory roles and project work; experience in contract management and multi-supplier environments; ability to provide guidance and advisory support using modern tools; ability to produce important financial information; ability to utilise technology such as Excel, Power BI and AI. The Finance unit also does more: Kotka’s Finance Unit includes IT operations and procurement/financing. The office is located at Kotka City Hall, but partial remote work is possible. The unit encompasses varied expertise and close cooperation with Sarastia, so help is available in day-to-day tasks. We have good team spirit and plenty to do.
