Job Description
We are seeking a social services student to work as a project worker in rehabilitation and assessment tasks for the Long-term Homelessness Elimination project funded by the Ministry of the Environment, in collaboration with the North Ostrobothnia Wellbeing Services County and the City of Oulu. The employment is fixed-term, starting on August 1, 2026, or as agreed, and ending on June 30, 2027. The position is located in adult specialized services, at the Oulu Kontinkangas residential rehabilitation unit. The fixed-term status is due to external funding. The project funding period ends on June 30, 2027. The North Ostrobothnia Wellbeing Services County and the City of Oulu are collaborating on the Long-term Homelessness Elimination project. The pilot unit at Oulu Kontinkangas residential rehabilitation was opened on October 13, 2025. The unit is intended for clients experiencing long-term homelessness and actively using substances. The continuation of the unit will be evaluated based on operational results. The unit employs 4 practical nurses, 2 social services students, and 1 nurse. Residential rehabilitation is a short-term service during which the client’s functional capacity, support and service needs are assessed, and an individual service and rehabilitation plan is prepared. The goal is to strengthen the client’s independent living skills and functional capacity, and to arrange a home that meets the client’s individual needs in collaboration with the client and their network. The social services student provides guidance on social benefits and is responsible for rehabilitation and assessment of clients in the unit. They are involved in developing the unit’s operations and daily guidance as part of a multidisciplinary team. The work involves two-shift work, including weekends. We expect applicants to be development-oriented and have experience in homelessness, substance abuse, and mental health work. Good teamwork and communication skills, as well as the ability to operate in various networks, are valued. Experience in developmental and investigative work, as well as assessment, guidance, and rehabilitation work, is an advantage. The qualification requirement is a suitable higher education degree or a previous vocational qualification, along with the competence specified in the Act on Social Welfare Professionals (817/2015, sections 3 and 8). We will verify original diplomas and employment certificates during the interview. Applicants must be registered in the register maintained by the National Supervisory Authority for Welfare and Health (Terhikki and/or Suosikki). Additionally, valid medication administration skills or completion within three months of starting employment are required. Interviews may be conducted during the application period. The selected candidate must, if necessary, present a satisfactory health certificate. We follow a 6-month probationary period for employment, which can be up to half of the employment duration for fixed-term contracts under 12 months.
