Job Description
Are you interested in administrative and procurement law? Join us at the Helsinki Parish Union as a Legal Counsel for a permanent position starting August 1, 2026, or as agreed. As a legal counsel, you will handle diverse administrative law tasks and support procurement legal assignments alongside the procurement manager. You will work as a partner to the senior legal advisor and, if necessary, as a substitute. Tasks can be tailored based on your expertise. Your main responsibilities will include supporting and advising on legal and administrative matters related to the shared services and parishes of the Helsinki Parish Union, including training; preparing responses and opinions on appeals and complaints; drafting contractual matters; preparing public procurement issues; contributing to development and training; acting as a legal expert on data protection; ensuring legal compliance of regulations; maintaining communication with stakeholders; acting as a substitute for the senior legal advisor; participating in process development; and promoting good governance. You might be suitable if you hold a higher university degree in law, have experience in public administration decision-making law and public procurement, possess strong negotiation skills, have excellent Finnish and satisfactory Swedish language skills, have strong analytical skills, enjoy independent work, and have knowledge of parish administration. Responsibilities
- Supporting and advising on legal and administrative matters related to the shared services and parishes of the Helsinki Parish Union, including training
- Preparing responses and opinions on appeals and complaints
- Drafting contractual matters for the Helsinki Parish Union and its parishes
- Preparing matters related to public procurement in collaboration with the procurement manager and specialists
- Contributing to the development and internal training of public procurement
- Acting as a legal expert on data protection issues for the Parish Union
- Ensuring the legal compliance of regulations and guidelines of the joint church council and church board in collaboration with the senior legal advisor
- Maintaining communication with the parishes, the Church Administration, the Diocese, and other organizations and partners on legal issues, and actively participating in discussions and development work around legal matters
- Acting as a substitute for the senior legal advisor and, if needed, as a secretary in meetings of the joint church council and church board
- Participating in the development of administrative processes
- Promoting good governance within the parishes and the Parish Union
Requirements
- Higher university degree in law
- Experience in public administration decision-making law
- Experience in public procurement
- Strong negotiation skills
