Job Description
Are you looking for a leadership role where you can combine human resources management and legal expertise? As Head of Human Resources and Legal Affairs, you will be a key partner to the city's management, supervisors, departments, and group companies. In this role, you will help build a healthy work community, strengthen lawful decision-making, and provide expert support across the city organization. We are seeking a Head of Human Resources and Legal Affairs for a responsible leadership position to oversee the city's HR management and legal support for the city group. The position is located within the corporate administration under the city manager. The Head of HR and Legal Affairs will be a member of the city management team. In this role, you will be responsible for the city's legal matters, especially from an HR perspective, and support management and supervisors on employment law issues. Additionally, you will provide legal advice and expert support to city departments and group companies on legal matters. You will support the organization in appeals, regulatory, and legal processes, and be responsible for procuring and coordinating legal expertise when required. Regarding HR management, you will oversee the strategic HR functions and ensure that human resources support the city's strategic objectives. You will lead the HR services and serve as the HR supervisor. The role includes overall responsibility for the preparation and development of salary and employment issues. You will also act as a preparer and presenter in cooperation committees and the city's salary group. Your key tasks will also include supporting supervisors in applying employment and collective agreements, preparing HR guidelines, policies, and decision proposals. You will act as a preparer and expert in HR-related negotiations and handling complex personnel issues. Qualifications: - Higher university degree in law We value: - Expertise in employment and labor law and service relationship law - Experience in leading and developing HR services - Experience in supervisory and leadership roles - Knowledge of municipal decision-making and administration - Familiarity with the operating environment of the city’s group companies and legal issues related to corporate governance - Knowledge of the local operating environment and its specific features - Expertise in employment agreements and other city contracts, contract preparation, and interpretation - Knowledge of procurement legislation and procurement processes To succeed in this role, you should have: - Service-oriented and collaborative working style - Ability to combine strategic leadership with agile practical work - Good negotiation skills - Solution-oriented approach - Good oral and written presentation skills The selected candidate must present an acceptable health certificate before assuming the position. We observe a 6-month probationary period at the start of the employment. Salary and employment terms are based on the KVTES agreement.
