Job Description
The National Land Survey of Finland is reorganizing its structure and operations starting from the beginning of 2027. Approximately 1,800 employees work across various service points nationwide. As part of this reform, we are establishing a national Real Estate Formation Department. The Real Estate Formation Department is responsible for real estate formation services and part of the landowner service portfolio. These services include, for example, registration of boundary marks, transfers of shared area rights, and subdivision procedures. Services for landowners under this department include, for example, private road proceedings, boundary disputes, property mergers, and land exchanges. The department is led by a department head, who oversees eight responsible area managers. Each responsible area manager is responsible for service delivery within their area. Under the responsible area managers, there are either regional or centralized service teams that handle national service production, based on demand and personnel resources. The department head acts as the owner of the service production processes and is responsible for organizing and ensuring the performance of their unit nationwide. The selected individual will start as a project manager from October 1 to December 31, 2026, after which they will transition to the role of department head. As the department head, you will oversee the management and development of the national department’s services in accordance with set objectives. As a member of the leadership team of the Land Surveying sector, you will participate in sector development and governance. You will ensure that customer needs guide the development of services and products. You will promote and develop the Land Surveying Agency’s digital services to enable smooth, customer-oriented multi-channel interactions. In your role as department head, you will also be responsible for organizing, planning, and monitoring the department’s operations, personnel management, and improving service efficiency and quality. You will also represent your field in domestic and international stakeholder networks. Approximately 300 employees work within the department at various service points of the Land Surveying Agency.
