The Construction Manager is responsible for leading the Urban Engineering Construction Unit, managing investment projects, and preparing and guiding projects through to the end of the warranty phase, as well as executing infrastructure projects in collaboration with stakeholder representatives. The responsibilities of the Construction Manager include, among others: - Leading the construction unit, including supervisory tasks, scheduling, and task distribution - Preparing target cost estimates for projects, tendering, decision preparation, and overseeing parts of the work - Managing project implementation either as the main contractor or as the client's representative: meetings, additional and change orders, cost monitoring, invoice approval, reporting - Approving traffic management plans in connection with contracts - Stakeholder collaboration: cooperation and communication (including infrastructure cooperation group), and - Tasks related to the city’s private railways management and contract management of railway maintenance tasks. The qualification requirement for the position is a suitable higher education degree and sufficient work experience. We require the applicant to have expertise in public procurement, construction management, and leadership skills, as well as fluent spoken and written Finnish. Salary and employment terms are determined according to the municipal sector’s technical personnel’s collective agreement (TS). The position-specific salary for the Construction Manager is 4927.70 €/month (as of 01.06.2026). We observe a six (6) month probation period for the employment relationship. The workplace is located in Kouvola city center at the City Hall. The selected candidate must provide an acceptable health statement before taking up the position.
