Job Description
The statutory task of the emergency response center is to collect and analyze information about social and health care disruptions and threats, create and maintain a situational picture that describes the readiness of the social and health care service system, and support and guide the social and health care preparedness planning within their cooperation area in accordance with national uniform principles. In disruptions, the emergency response center supports the situation management of well-being regions and acts as an operational situational picture producer and consolidator if necessary. The center collaborates with other emergency response centers, the Finnish Institute for Health and Welfare (THL), the Ministry of Social Affairs and Health (STM), and other authorities, operators, and stakeholders. Your tasks As an emergency preparedness specialist, you will be responsible for creating, maintaining, and analyzing the situational picture of the social and health care service system in the Western Finland cooperation area. Your core task is to produce and utilize up-to-date information and support well-being regions in disruptions and preparedness. You will work closely with the well-being regions of Southwest Finland, Satakunta, and Ostrobothnia, as well as municipalities, joint municipal authorities, and other authorities. In your role: - you will develop and improve the situational picture of social and health care and related systems - support well-being regions in developing and coordinating disruption communication - coordinate and maintain emergency preparedness planning in the cooperation area and guide regions in preparedness activities - operate within a multi-authority network and serve as a contact person towards the Ministry of Social Affairs and Health - participate in the on-call duties of the social and health care emergency response center and, if necessary, in command center activities Additionally, your work includes other tasks assigned by your supervisor. The role also involves on-call duties outside office hours. What we expect from you You should have the ability to grasp broad overall concepts and operate smoothly across different stakeholders. Success in this role requires understanding of the social and health care service system, preparedness planning, and inter-agency cooperation. Knowledge of high-level preparedness communication systems, situational picture platforms, and the content of the national social and health care situational picture is considered an advantage. The minimum qualification for the position is a suitable higher education degree. We also require experience in similar tasks. Proficiency in spoken and written Finnish is required, and satisfactory skills in spoken and written Swedish are also necessary. The selected candidate must consent to a basic security clearance, which must not prevent appointment.
