Director of Revenue Unit, Expropriations and Land Consolidation - Maanmittauslaitos

The National Land Survey of Finland is reorganizing its structure and operations starting from the beginning of 2027. Approximately 1,800 employees work across various service points nationwide. As part of this reform, we are establishing a national Revenue and Land Consolidation Unit. The Revenue and Land Consolidation Unit is responsible for expropriation services related to land use projects, development services for property structures, and part of the landowner service portfolio. Services for land use projects include, for example, road and railway projects, granting expropriation permits, and expropriations for zoning implementation. Property structure development services include, for example, land and forest parcel adjustments, subdivision of estates, regional land registration, establishment of joint municipalities, and merging of common areas. Landowner services under the unit's responsibility include, for example, partitioning and water estate expropriations. The unit is led by a head of the unit, who oversees seven responsible area managers. Each area manager is responsible for service delivery within their area. Under the responsibility of the area managers, there are either regional or centralized service teams responsible for national service production, which operate according to team agreements. The head of the unit acts as the owner of the processes producing the services and is responsible for organizing and ensuring the performance of the unit's operations nationwide. The selected individual will start as a project manager from October 1 to December 31, 2026, after which they will transition to the role of head of the unit. As the head of the revenue unit, you will oversee the management and development of the national revenue unit and services in accordance with set objectives. As a member of the leadership team of the Real Estate sector, you will participate in sector development and governance. You will ensure that customer needs guide the development of services and products. You will promote and develop the Digital Services of the National Land Survey so that they enable smooth and customer-oriented multi-channel and unified service experiences. As the head of the unit, you will also be responsible for organizing, planning, and monitoring the unit's activities, personnel management, and improving service efficiency and quality. You will also represent your field in domestic and international stakeholder networks. Approximately 220 employees work in the unit across various service points of the National Land Survey.
