Job Description

The Northern Ostrobothnia Rescue Department is seeking two (2) fire chiefs for the Central Responsibility Area. The primary placement at the start of employment is Muhos Fire Station. The fire chief's duties include acting as the supervisor for their own shift (not administrative supervision) and leading the rescue unit and team at the scene (acting as a rescue authority). When necessary, the fire chief also participates in rescue operations as a crew member. The fire chief is responsible for station service during their shift (planning, organizing, resourcing, and supervising tasks) and for preparing and updating the duty roster. Training responsibilities for contractual staff are also part of the role. The fire chief also participates in preventive rescue activities and manages tasks within their designated responsibility area, as well as other tasks assigned by the supervisor. The rescue area of Northern Ostrobothnia presents a diverse operational environment. The large region includes the busy and widespread city of Oulu, other urban areas, coastlines, mountain landscapes, agriculture, large industrial facilities, and many special risk sites. The rescue department serves over 400,000 residents. The area offers an interesting working environment for rescue professionals! The fire chief also engages in preventive rescue activities and leads, develops, and coordinates their designated responsibility area. Additional tasks are assigned by the supervisor. The rescue department uses a working time bank and overall compensation for inconvenience allowances. Employee benefits include sports, culture, and wellness benefits. Shift workers operate in 24-hour shifts under special permits, with a weekly working time of 42 hours. Advantages include excellent physical condition, FireFit index of 4.5 or higher (SM guideline 5/2016 appendix 2), and a valid FireFit tester qualification. Applicants must include test results for muscle strength and aerobic endurance, not older than six months, in accordance with SM guidelines 48/2007 (Rescue Diving Guide) and 5/2016 (Guidelines for assessing and developing rescue personnel's functional capacity). Eligibility requires completion of a non-commissioned officer examination in a rescue-related educational institution, a professional higher education degree in rescue, or an earlier qualification that qualifies for a non-commissioned officer, or completion of an earlier qualification that qualifies for non-commissioned officers in rescue training. The position requires a valid BC driving license and a FireFit index of at least 3, an aerobic endurance index of 3.0, and the ability to perform demanding rescue tasks (fire diving, chemical diving, surface rescue, and PVAT work). Applicants must consent to a brief security clearance in accordance with the Security Clearance Act (726/2014), and a positive response is a prerequisite for employment. Consent to physical capacity testing is also required. Original certificates of education and employment, eligibility test results, and a valid driver’s license will be verified during the interview. The selected candidate must submit a medical statement of health before assuming the position (Municipal and Well-being Services Act 7 §).
