Job Description
As a Service Manager, you will be responsible for the financial and human resources planning of basic education, including related preparation, implementation, monitoring, reporting, and evaluation. You will guide and assist principals in planning, implementing, and monitoring the use of school financial and personnel resources. Your role includes both formulating policies for basic education and solving detailed questions and challenges in collaboration with principals and other service managers. The position requires a strong understanding of basic education principles, operational culture, and practical daily work, as well as the ability to plan long-term and consider the impacts and evaluations of decisions made. The Service Manager acts as an expert on the collective agreement for basic education (OVTES) and leads and develops the service unit and its subordinate teams, responsible for planning, implementing, monitoring, and evaluating their activities. Success in the role requires familiarity with both OVTES and KVTES agreements. The Service Manager also coordinates strategic work and projects for basic education, as well as procurement and acquisitions related to basic education. The role requires knowledge of legislation and practices related to procurement and acquisitions, as well as overall management of development activities (funding applications, development coordination, monitoring, evaluation, and financial management). The Service Manager is part of the leadership team for basic education. They lead and develop basic education services together with other team members. The role also includes preparing decisions for the service unit's activities for trust bodies and other tasks and decision-making according to the regulations and delegation decisions of the cultural services area. The qualification requirement for the position is a suitable higher university degree. Success in the role requires an independent, proactive, and developmental approach, as well as excellent negotiation, interaction, and collaboration skills. Experience in leadership tasks related to principals and/or basic education administration is considered an advantage.
