Job Description

Would you like to be involved in developing and ensuring high-quality housing services in the Kanta-Häme wellbeing area? We are seeking a permanent employee to serve as an expert in purchased services to strengthen the management of the housing services outcome area. This is a new position established to support post-organizational change operations as well as the strategic and operational leadership of housing services. As an expert in disability services, you will play a central role in managing, monitoring, and developing purchased housing services. You will work closely with the outcome area management, service areas, procurement experts, financial experts, and service providers. Your responsibilities include, among others: Coordinating and monitoring purchased housing services, Monitoring service contract implementation and collaborating with service providers, Reporting, analyzing, and preparing related to purchased services, Supporting the monitoring of service quality, impact, and cost-efficiency, Assisting in the preparation of tenders and service procurements with experts, Preparing official decisions, statements, and other documents, Collaborating with supervisory authorities if necessary, Expert and project tasks related to operational development, Supporting management and service areas in various administrative preparation and development tasks. Success in this role requires familiarity with the wellbeing area's operational environment, strong expertise in disability services and their provision, as well as procurement and contract management skills. We value excellent analytical and reporting skills and the ability to process and utilize information for decision-making. The role requires the ability to operate within a broad network of internal and external stakeholders, as well as an initiative-driven and development-oriented work approach. Additionally, we expect good written and oral communication skills and the ability to prepare matters clearly and purposefully as part of multidisciplinary collaboration. We offer a versatile and impactful expert role in disability services within an organization committed to development. You will work extensively at the interface of housing service development, service production, and purchased services, influencing the construction of future services. The qualification requirement is a suitable higher education degree. Education and experience in social and health care provide a good foundation for success in this role, with a commercial additional qualification considered an advantage. Experience in the social and health care service system, disability services, and the wellbeing area's operational environment is valued. Knowledge of procurement and contract processes, experience in managing and monitoring purchased services, and the ability to utilize data in operational, financial, and service development are also appreciated. We value proactive and solution-oriented work approaches, good interaction and collaboration skills, and the ability to operate smoothly within extensive networks. Strong written and oral communication skills and a desire to develop operations in a changing environment will support success in this role. Interviews will be held in Hämeenlinna on August 13, primarily face-to-face. The salary for this position is €4,195.66/month. In addition to the base salary, we pay experience-based supplements, which can range from 0% to 8%. The length of service also affects the accrual of vacation days. Applications must be received by the deadline and submitted through the Kuntarekry system. Salary and other employment terms are determined according to HYVTES. The trial period is six months. The selected candidate must present an acceptable health certificate within the specified period after receiving the employment decision. We support scientific research work by granting paid leave for activities such as completing a doctoral dissertation, a thesis for a higher university degree, or other scientific research.
