Job Description
As an ICT specialist, your tasks include planning and implementing ICT procurements, ICT budgeting and financial monitoring, service and supplier management, development of supplier collaboration, information security and cybersecurity, lifecycle management of information systems and access rights, and managing the leasing, rental, and lifecycle of city IT equipment. The role requires a willingness and ability to develop your skills continuously in a changing environment, including new technologies such as artificial intelligence. As a procurement specialist, you will be responsible for the comprehensive execution of the city's goods and service procurements. You will work closely with city sector experts and suppliers of goods and services. Your key responsibilities include procurement planning, organizing market dialogues and tenders, preparing procurement decisions and contracts, reporting on procurements, and managing contracts and suppliers. Procurement planning is done in collaboration with the relevant sector, covering the entire process from tendering to contract. Procurements are carried out in accordance with procurement law, regulations, and city guidelines, with joint planning during the procurement process. Additionally, you will assist sectors during the contract period. The work is project-based, and multiple procurement projects may be ongoing simultaneously. As a preparedness specialist, you will coordinate the city's preparedness and emergency planning in a more complex and unpredictable security environment. Your focus will be on forming and maintaining situational awareness related to security, aligning emergency plans, and supporting various sectors and stakeholders to strengthen joint preparedness. The role supports city leadership in proactive decision-making and crisis response. Qualifications include a suitable higher education degree, preferably in information technology (AMK) engineering. Experience in public sector procurement or demonstrated participation in procurement processes, as well as familiarity with ICT service production, are advantageous. You should have good written and oral communication skills, as well as strong interaction and negotiation skills. Problem-solving ability and a development-oriented approach are valued. The role requires customer service orientation, good teamwork skills, initiative, and flexibility. We offer a professional work community support and a broad scope of responsibilities in a changing environment. The position is permanent, with a weekly working time of 36 hours and 15 minutes. The terms of employment are based on the Municipal General Collective Agreement (KVTES). The salary level is 4100.00 euros/month, with possible additional pay based on experience. The position will be filled starting September 1, 2026, or as agreed. A six-month probation period applies. Partial remote work is possible.
