Who the agreement covers

Luottotieto- ja perintäalan työehtosopimus on valtakunnallinen. Luottotieto- ja perintäalan työehtosopimuksen soveltamisalamääräyksen mukaan työehtosopimusta noudatetaan luottotieto- ja perintäyrityksissä. Sopimus ei koske yritysjohtajia, henkilöstöpäälliköitä, siivoojia, talonmiehiä ja muita työntekijöitä eikä kesäapulaisia.

Does it apply to every employer in the field?

Yes. The Confirmation Board has found this agreement generally binding (yleissitova), so its minimum terms apply to every employer in its field, including employers who are not members of the signing employer federation. Your employment contract cannot agree on anything worse than these terms.
