Who the agreement covers

Panimoiden ja virvoitusjuomatehtaiden valtakunnallisen työehtosopimuksen määräyksiä sovelletaan sopimuksen 1 §:n mukaan panimoiden ja virvoitusjuomatehtaiden ja niiden ylläpito-osastojen sekä näiden työntekijäin välisissä työsuhteissa.

Does it apply to every employer in the field?

Yes. The Confirmation Board has found this agreement generally binding (yleissitova), so its minimum terms apply to every employer in its field, including employers who are not members of the signing employer federation. Your employment contract cannot agree on anything worse than these terms.
