Who the agreement covers

Viher- ja ympäristörakentamisalan työehtosopimuksen piiriin kuuluvat soveltamisalaa koskevan määräyksen mukaan Maaseudun Työnantajaliiton viher- ja ympäristörakentamisalalla toimivien jäsenyritysten ja näiden palveluksessa olevien työntekijöiden väliset työsuhteet.

Does it apply to every employer in the field?

Yes. The Confirmation Board has found this agreement generally binding (yleissitova), so its minimum terms apply to every employer in its field, including employers who are not members of the signing employer federation. Your employment contract cannot agree on anything worse than these terms.
