Job Description

The duties of the Special Expert for Social and Health Affairs of the Sámi Parliament are listed in Section 46 of the Sámi Parliament's Rules of Procedure. The duties of the Special Expert include, among other things, preparing matters concerning the social and health care of the Sámi people, with a particular area of responsibility for matters related to ensuring and developing basic services for the Sámi, and promoting the realization of the fundamental rights of the Sámi and their autonomy regarding language and culture in social and health care decision-making. Additionally, the Special Expert performs the duties of a state aid authority related to the administration of state grants designated for ensuring and developing Sámi-language social and health services, the preparation of grant decisions, and the monitoring and supervision of the use of grants, as well as serving as the rapporteur and secretary for the Social and Health Board. The Special Expert for Social and Health Affairs works in close cooperation with the Special Expert for Social Security and Development. **Employment Details** The deputy position begins as soon as possible according to the agreement. The deputy term lasts until March 2027. A three-month probationary period applies to the filling of the position. The position of Special Expert for Social and Health Affairs is located in the general office of the Sámi Parliament. The place of business for the Sámi Parliament is the Sámi Cultural Centre Sajos in Inari. It is possible to work partially remotely. **Requirements for the Applicant** The statutory eligibility requirement is the education required for the office, and proficiency in the Sámi language is also required (Sámi Parliament Rules of Procedure Section 71). Successful performance of the duties will be facilitated by a suitable university degree, extensive knowledge of the Sámi social and health sector, Sámi culture, and administrative tasks, strong expertise in the administration and monitoring of state grants, and good cooperation and interaction skills. We expect a readiness for independent, responsible work and good stress tolerance. **Remuneration** Remuneration is determined according to the Sámi Parliament's remuneration system demand level IV/II (basic salary 2,998.97 euros/month). In addition to the basic salary, a 24% Sámi area supplement is paid when working in the Sámi homeland area, as well as experience supplements determined by work experience. **Application** The application form, as well as an optional free-form application letter, a possible CV, and other attachments, must be submitted to the Secretariat of the Sámi Parliament by July 31, 2026, via the electronic application form.
