About the role

The Sámi Parliament is re-advertising a fixed-term Project Manager position for the Ä'rbb Common Strategy for the Promotion of Cultural Heritage and Traditional Knowledge project, which lasts until the end of 2028. Ä'rbb - Common Strategy for Cultural Heritage and Traditional Knowledge strengthens a Sámi-led, cross-border operating model that supports and utilizes Sámi cultural heritage and traditional knowledge as shared cultural and economic resources. The project responds to fragmented policies, the lack of a common catalog and principles, and recurring risks of external appropriation. The project will create a common Sámi process to identify what must be respected, clarify collective ownership, and build long-term principles based on self-determination and Free, Prior and Informed Consent (FPIC). The Sámi Parliaments of Finland and Norway act as project leads, and the views of the Sámi homeland in Sweden are included through the Council of Sámi Parliaments. The Project Manager hired by the Sámi Parliament of Finland is responsible for launching the Ärbb project according to the plan, implementing planned measures, handling reporting, monitoring the project budget, and managing the project from start to finish. The Project Manager will work in close cooperation with the project staff of the Sámi Parliament of Norway and with all Sámi Parliaments. The position requires active interaction, networking, and extensive cooperation within the stakeholder field, as well as strong overall project management skills. **Employment Details** Work begins as agreed as soon as possible and lasts until the end of 2028. The position is under the general office of the Sámi Parliament. The Sámi Parliament is located at the Sámi Cultural Centre Sajos in Inari, but remote work is possible. A six-month probationary period applies to the position. **Requirements for the Applicant** Eligibility requirements include suitable education required for the position and proficiency in the Sámi language. Successful performance of the duties requires extensive knowledge of Sámi culture, cultural heritage, and FPIC principles, as well as the ability to engage in international cooperation within the Sámi region. We expect: - ability to manage project work from planning to operational implementation and project closure, - expertise in project budget management and monitoring, - ability to manage multiple task entities simultaneously, - good cooperation and organizational skills, - fluent written communication skills. Proficiency in English and Norwegian or Swedish is considered an advantage. **Remuneration** Remuneration is determined according to the Sámi Parliament's salary system demand level IV/II (basic salary for full-time work 2,998.97 euros/month). In addition to the basic salary, a 24% Sámi region supplement is paid when working in the Sámi region, along with experience supplements based on work experience. **Application** The application form, as well as an optional free-form cover letter, a possible CV, and other attachments, must be submitted to the Secretariat of the Sámi Parliament by July 31, 2026, via the electronic application form. The Sámi Parliament has received Interreg Aurora funding for the Ärbb Common Strategy for the Promotion of Cultural Heritage and Traditional Knowledge project. Further information about the job is provided between July 13–19 and July 27–31, 2026, by Personnel Manager Ida Pirttijärvi, tel. 040 660 77 22 and ida.pirttijarvi@samediggi.fi Information about the activities of the Sámi Parliament can be found at www.samediggi.fi.
