Job Description

The Administration and Personnel Director plays a central role in the municipality's personnel management, is a member of the executive team, and participates in the development of the municipality's administration and operations. The position can be filled starting from August 1, 2026, or by agreement. The main responsibility of the Administration and Personnel Director is personnel management, carried out in cooperation with the personnel secretary. The key tasks are described below: The Administration and Personnel Director, together with the personnel secretary, is responsible for: overall coordination and development of personnel management cooperation with trust representatives (YT activities) collaboration with occupational health services The Administration and Personnel Director, together with the financial and administrative planner, is responsible for: preparing the budget and financial statements preparing the agenda for the municipal board and council The duties also include close cooperation with the municipal manager and service area managers: acting as deputy for the municipal manager responsible for internal control and risk management within the municipality responsible for preparedness and contingency planning together with the municipal manager and service area managers Additionally, the role involves: supporting supervisors and service area managers in personnel matters developing the work community and occupational well-being managing document administration acting as the municipality's contact person for the Finnish Municipal Workers' Union (KT) This position offers opportunities to develop municipal administration, clarify division of work, and strengthen organizational capacity even in exceptional and change situations. Qualifications: The eligibility requirements include experience in similar leadership roles within a municipality and a suitable higher university degree. Successful performance in the role requires: experience in personnel management tasks experience in municipal administration ability to manage and develop overall processes Valued qualities: proactive work and development attitude good interaction and cooperation skills ability to work independently and analytically Employment conditions: The employment relationship is governed by the Municipal General Collective Agreement. The position is outside the salary system. The monthly salary for the position is 5,000.00 euros. The application period is from May 26 to June 9, 2026. A six-month probationary period applies. The vacancy will be advertised on Kuntarekry and the municipality's website. The selected candidate must provide an acceptable medical certificate before starting the position. A pre-employment health check, including alcohol and drug testing (B-Peth test and drug test), will be conducted at Toivakka municipality’s occupational health services. Toivakka municipality supports occupational well-being with ePass sports and cultural benefits. Additionally, staff can use the school center gym free of charge during public hours. You are also entitled to half an hour of exercise during working hours per week. Remote work is possible for up to eight calendar days per month. Toivakka is a smoke-free workplace.
