Technical Analyst

The United Nations Development Programme (UNDP) is the knowledge frontier organization that strengthens evidence-based policymaking, financing, innovation and systems transformation aligned with the Sustainable Development Goals. UNDP’s Innovation and SDG Finance portfolio integrates data, policy, strategic innovation, SDG finance and practical experimentation to support national and local development priorities, build coalitions across public, private, academic and civil society actors, and test new approaches that can be scaled through policy, finance and institutional change. The Portfolio is launching two mutually reinforcing initiatives that respond to Armenia's priorities for climate-smart resource management, circular economy, green and digital urban transformation, inclusive growth and municipal innovation: Organics Mobilized: Accelerating Social Transformation Towards Circular Bioeconomy. The project applies a portfolio approach to reduce short-lived climate pollutants and advance circular bioeconomy solutions. It supports municipalities in source separation and decentralized organics treatment, composting and anaerobic digestion feedstock systems, inclusive low-GWP cold chain pilots, MRV and digital data tools, behaviour change, policy guidance, financing pathways and municipal replication across Armenia. Green and Digital Cities: Prototypes for Systemic Urban Transformation. Supported through UNDP Funding Windows and the DAI Hub Systems Transformation and Innovation Pillar, the initiative supports Armenia in designing and activating urban economic transformation portfolios. It combines hyper-local participatory design with meso-level work on city economies, digital innovation and alternative economic models, enabling city authorities, community groups and economic actors to co-create practical pathways for shared prosperity. To support implementation of the above-mentioned initiatives, UNDP Innovation and SDG Finance Portfolio is seeking a Technical Analyst to support the day-to-day technical coordination, quality assurance, stakeholder engagement, adaptive learning and reporting of assigned project components and related portfolio activities. The incumbent will provide substantive technical inputs and implementation follow-up in line with approved project documents, annual work plans, results frameworks, and budgets. Duties and Responsibilities The Technical Analyst will support the following functions: Technical Coordination and quality assurance - Support day-to-day technical coordination of assigned project components and related portfolio activities and support their alignment with approved project documents, results frameworks, annual work plans and budgets. - Provide substantive technical support on urban innovation, green and digital transformation, systems portfolio practice and inclusive economic models. - Support quality assurance of technical outputs, studies, tools, reports, guidance notes, MRV products, portfolio design materials, and partner deliverables. - Support embedding of gender equality, inclusion, community ownership and sustainability principles in project design, implementation and learning. Planning and Delivery Coordination - Contribute to annual and quarterly work plans, budget monitoring inputs, milestones and implementation schedules and task coordination arrangements for assigned components/workstreams. - Support the delivery of project inputs, activities and outputs, including living labs, learning communities, municipal portfolio activities, workshops, technical studies, pilots, and partner-led assignments. - Identify implementation bottlenecks, operational risks and emerging opportunities, and propose preventive, corrective or adaptive measures to keep activities on track. - Support delivery coordination for source separation, composting, anaerobic digestion feedstock logistics, cold chain pilots, MRV systems, circular economy replication and urban transformation portfolio activation. Stakeholder Engagement and Partnerships - Support effective working relations with government counterparts, municipalities, regional administrations, civil society, private sector actors, academia, development partners and UNDP global/regional teams. - Facilitate consultations, technical meetings, workshops, co-design processes, policy clinics, learning sprints, peer exchanges and field schools. - Support preparation, follow-up and coordination of MoUs, lab charters, municipal learning communities, coalitions and agreed follow-up actions. - Coordinate engagement with city authorities, community groups, economic actors and innovators involved in urban transformation portfolio design and experimentation. Results Reporting and knowledge management - Contribute to narrative reports, donor reports, management updates, financial delivery updates, implementation summaries, evaluation processes, and management responses. - Document results, lessons learned, risks, corrective actions, and emerging opportunities to support adaptive management and evidence-based adjustment of activities. - Support learning and replication across municipalities by capturing practical experience from circular bioeconomy pilots, urban portfolio prototypes, mechanisms and models of efficient AI diffusion and application, and partner-led implementation. Budgetary and Operational Support - Prepare technical inputs for budget revisions, expenditure planning and financial follow-up, when necessary and in line with UNDP rules and donor requirements. - Prepare technical specifications, Terms of Reference and substantive inputs to procurement, contracting, recruitment and service provider engagement processes. - Support alignment of project activities with UNDP Procurement, Financial, Operations, HR, IT, M&E, communications and visibility policies and procedures. Policy Dialogue, Advocacy and Communication - Support and contribute to policy dialogue and institutional uptake of project findings, recommendations, municipal service models, technical guidance, portfolio insights, and financing pathways. - Contribute to communication materials, presentations, knowledge products, policy/case briefs, success stories and visibility updates in line with UNDP and donor requirements. Team and Consultant Coordination Support - Support technical coordination of experts, consultants, service providers and partners engaged under both projects. - Review and provide quality assurance inputs on expert and partner deliverables for supervisor clearance. - Coordinate internal collaboration between programme, operations, communications, monitoring and technical functions to support efficient and coherent delivery. Innovation and Adaptive Learning - Promote practical innovation and adaptive problem-solving across project activities by encouraging new ideas, testing improved approaches and supporting evidence-based adjustments. - Apply emerging tools, methods and partnerships to strengthen implementation quality, improve coordination, and enhance the relevance and sustainability of project results. - Capture and share lessons learned, scalable practices and emerging opportunities to inform future programming, replication and continuous improvement. Required Skills and Experience Education: - Advanced university degree (master's degree or equivalent) in Political Studies, Economics, Business/Public Administration, Social Science, International Development, or a related field is required. - A first level university degree (bachelor’s degree) in the areas mentioned above in combination with 2 (two) additional years of qualifying experience will be given due consideration in lieu of master’s degree. Experience: - Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. - Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in project management in private sector innovation, institutional transformation, community/ institutional capacity development and policy analysis fields. Desired additional skills: - Experience working with government institutions, municipalities, civil society organizations, private sector actors, academia and/or international organizations. - Experience in coordinating or supporting the implementation of development projects, and/or multi-stakeholder initiatives. - Experience in project implementation, stakeholder coordination, reporting and documentation. - Experience in circular economy, climate action, municipal development, green/digital transformation, urban innovation or inclusive economic development. - Experience with systems thinking, portfolio approaches, living labs, co-design, adaptive management, experimentation, MEL or results-based management. - Experience with MRV systems, digital tools, data platforms, AI-enabled tools or innovation methods for public-sector transformation. - Prior experience with the UN/UNDP or another international development organizations. - Experience in the use of office software packages, including MS Word, Excel and PowerPoint; experience with spreadsheets, databases and web-based management systems. Language Requirements: - Fluency in English and Armenian languages is required.
