This Finnish job posting describes a fixed-term position as a Labour Market Expert tasked with development of the data-driven governance and service ecosystem for the Southern Karelia employment region. The role is part of the Shared Services area and will focus on data-driven leadership, development of the service ecosystem, and strengthening inter-organisational collaboration. The position involves coordinating ecosystem activities, building and maintaining practical data governance practices, and communicating findings clearly to stakeholders. The successful candidate will work in tandem with another Labour Market Expert, contributing to two linked development projects: ecosystem development and governance practices. The work includes communications tasks such as campaign information, Teams collaboration, and joint platform development; the aim is to stabilise the ecosystem so it creates real added value beyond dialogue. You will also contribute to forecasting and regional/national cooperation. In the governance data project you will help develop the Power BI reporting system used in the employment region, integrate data from multiple sources, ensure timeliness and clear presentation, and translate insights into actionable outputs. You will maintain infographics and other illustrative content, including for social media, and ensure insights are clearly communicated and influential. Requirements include at least a suitable higher education degree or equivalent vocational qualification, experience in data production and analysis, understanding of statistics, reporting and data products, ability to make complex data accessible, knowledge of governance data and its practical application, experience and skills in development tasks and network work, proactive and solution-focused work approach, strong interpersonal, collaboration and communication skills, ability to work independently and manage projects, and good Finnish oral and written skills. Desirable include forecasting competence, knowledge of employment services, ecosystem knowledge, strong Excel and Power BI skills, and other up-to-date relevant experience. Selection is based on a holistic assessment of stated competencies; interviews will be offered to candidates with the best fit. Terms and salary are determined according to KVTES. The job starts 1 October 2026 or by agreement and is fixed-term until the end of 2027. There is a six-month probationary period. A health certificate must be provided before taking up the position.
