Original job description

We are seeking an Employment Expert for the Working-age Services team to serve clients who require stronger personal support and whose overall situation requires careful assessment of service needs and personal circumstances to enable employment on the open market or to offer other individual solutions, such as referral to training. The position requires good communication and collaboration skills and familiarity with the services and networks available as well as partner organizations. The workplace is located in Turku, and our team is part of Turku’s local services for the employment area. The employment expert is responsible for the comprehensive statutory service process for private and/or corporate clients. The expert assesses unemployment benefit rights and reports on this to payers. The job includes individual counseling, service guidance and job placement. The role involves collaboration with various actors such as other units within employment services, city service units, Varha, Kela, employers, educational institutions and associations to direct clients to services according to their needs and to promote progression to employment through an individualized service path. The aim is to evaluate and clarify the job seeker’s work capacity and service needs together with other authorities and, if needed, direct the client to cross-service pathways where welfare services, the labor administration and Kela are coordinated to promote employment. Through the service package, aim to enhance access to skilled labor and market functioning, while reducing unemployment costs. The service and stakeholder cooperation must be goal-oriented and results-driven to shorten unemployment periods and ensure a sufficient workforce. A higher education degree is required. A health status examination certificate must be presented. The ability to understand clients’ situations in relation to the labor market and career choices is needed. Good communication, cooperation and negotiation skills and the ability to work in a multidisciplinary manner are important for successful execution. Knowledge of employment services and unemployment benefits, and good knowledge of local networks are beneficial. We value current experience in similar tasks. Proficiency in Swedish is valued for one of the positions. The salary is 3,197.22 €/mo. In addition to the base pay, an experience-related allowance up to 8% may be paid under AKTA. A six-month probation period is observed. Recruitment may also be used to fill temporary posts. The City of Turku offers e.g. diverse training, cheaper travel with the Föli commuting card, and a Tyky bracelet for city sports and cultural services.
