Development Manager

Translation of Finnish posting: The Development Manager will lead development of Istekki’s internal AI technologies, platforms and operational models. You will be the organization’s central technology expert in AI-related solutions, ensuring safe, controlled and cost-effective use of AI. Responsibilities include collecting, evaluating, prioritizing and advancing AI development ideas into implementation; developing and maintaining an AI governance model, coordinating controlled deployment of AI solutions, and steering target architecture for the AI platform including architecture principles, integrations and technology choices. You will act as the technical owner and architecture guide for Istekki’s AI solutions, define the platform target state and drive solution architecture together with infrastructure, security, data and application experts. You will ensure AI solutions support Istekki’s overall architecture and long-term technology development. You will be a sparring partner for business units in identifying AI use cases and value, facilitate ideation and mature use cases into feasible solutions; coordinate AI training and skill development, and support the org’s AI coach and expert network. Core responsibilities include coordinating internal AI development, collecting and prioritizing AI development ideas, maintaining AI governance model and decision processes, leading AI platform technical development, architecture principles and target architecture, defining technical guidelines and integration/technology choices with architects. You will ensure AI solutions integrate with Istekki’s architecture, security requirements and cloud strategy; partner with business units to identify AI opportunities and benefits; support documentation and portfolio progression; coordinate AI trainings, communications and skills development; manage supplier relationships and partner directions; monitor AI technologies, market and regulation. Requirements include experience with AI solution development, deployment or coordination; understanding of governance models, responsible AI and lifecycle management; knowledge of EU AI Act; understanding of RAG (Retrieval Augmented Generation) and MCP (Model Context Protocol) architectures; experience in designing AI, data or cloud solutions and solution architecture; strong understanding of modern AI architectures, integrations, data flows, API interfaces and security; experience with Azure-based AI solutions, Copilot technologies or agent platforms; ability to form a technical overall picture and guide technology choices; supplier/partner management experience. The role’s salary range is 4400–5500 €/month, final salary depends on expertise and experience. The position is covered by KT sector collective agreement, offering public-sector level benefits including shorter regular work hours (36.25 h/week) and generous holiday entitlement.
