About the role

A Tier 1 main contractor is delivering a large-scale hyperscale data centre in the Frankfurt metro area and requires an experienced freelance HSE Manager to take ownership of health, safety and environmental delivery on site for the next 12 months. This is a hands-on, site-based role on one of the region's most active mission-critical construction programmes. You'll be the safety authority on the ground — setting the standard, driving a proactive safety culture, and keeping a fast-moving, multi-contractor site compliant and incident-free. The Role Reporting to the Project Director, you will own the HSE function across the construction phase — from site setup through fit-out and commissioning — managing subcontractor compliance, statutory requirements and client EHS expectations on a live data centre build. Key Responsibilities Lead all HSE activity on site, embedding a zero-harm culture across every trade and subcontractor. Develop, implement and audit method statements, risk assessments (RAMS) and safe systems of work. Own the permit-to-work system, including high-risk activities — working at height, electrical (LV/HV), lifting operations and confined spaces. Deliver daily briefings, toolbox talks, inductions and site safety walks. Investigate incidents, near-misses and non-conformances; drive root-cause analysis and close-out of corrective actions. Ensure compliance with ISO 45001, client EHS standards and German construction safety law. Interface with the client, main contractor and subcontractor H&S teams to maintain a single, aligned safety standard. Maintain HSE documentation, KPI reporting and audit readiness throughout the programme. Essential Requirements Proven HSE Manager experience on data centre / mission-critical construction projects — this is non-negotiable. EU passport / full right to work in Germany (no sponsorship available). Recognised H&S qualification — NEBOSH (International Diploma or General Certificate), IOSH or equivalent. Working knowledge of ISO 45001 and international EHS best practice. Strong track record managing subcontractors and multiple trades on large, fast-paced sites. Able to commit to a 12-month, site-based contract in Frankfurt. Advantageous Familiarity with the German construction safety framework — Baustellenverordnung (BaustellV), SiGeKo coordination, DGUV/BG requirements. SCC / SGU certification. German language (working proficiency) — the working language on site is English. Prior experience delivering for a hyperscale or colocation operator (large-scale FLAP-D projects).
