We are seeking an experienced, principled and change-capable leader for a permanent civil service position to head the Helsinki City Department of Social Services, Health and Rescue’s legal, governance and general administrative services. The unit provides legal advice, decision-support and implementation support, coordinates boards and committees, information management, quality and supervision support, and services for social and patient advisory bodies. The role leads seven shared services and five units: Support for legal and administrative matters, Information management and architecture, Quality and supervision support, Data protection, and Social and patient advisory services. You will act as the supervisor of unit heads and oversee strategic leadership of operations, finances and personnel, driving achievement of targets and results. About 90 staff work in the service. You report to the Director of Shared Services and sit on the department’s shared services management team. You will help shape the service’s development and manage roughly 7.8 million euros in total budget. Close collaboration with other service heads and strong cooperation with core operations is expected. The role requires collaboration across city departments and with the City Hall, as well as with welfare region partners. The position offers meaningful leadership with influence on operations, quality and methods. We seek a reform-minded and inspiring leader with strong administrative leadership, legal expertise and change-management skills in the social and health care sector. You will manage large entities, lead purposefully and work with diverse stakeholders. Excellent collaboration and negotiation skills, solid public sector knowledge and strong financial acumen are essential. You will be approachable, solution-oriented and collaborative.
