Kiteen city is seeking a temporary substitute for the Administration Manager in the city administration centre. The Administration Manager works directly under the CFO and is a member of the city’s management team. The Admin Manager acts as deputy to the CFO and represents the employer in an autonomous capacity. The role provides legal and administrative expert services for the central administration and participates in the preparation of city decision-making. Key tasks include coordinating the agenda and minutes processes for the city’s municipal board, the city council, and subordinate bodies, administrative preparation, and ensuring legality and good governance in decisions. The role also includes a range of legal expert tasks, such as administrative-law advisory work, supporting decision-making and its preparation, contract matters, and resolving other legal questions. It also encompasses readiness and contingency matters and election coordination. Success in the role requires excellent communication and cooperation skills, good written expression, and the ability to absorb broad subject matter. The temporary position will be filled for the period 1 September 2026 – 30 September 2027 or as agreed. The incumbent must present a satisfactory health certificate before starting. A 6-month probation is observed. Kiteen city is a smoke-free workplace.

Requirements
- A suitable master's level university degree or higher.
- Experience in municipal administration and administrative-law tasks is preferred.
- Experience in decision-making preparation and legislative advisory work is advantageous.
- Ability to work proactively and independently as an expert.
- Proven ability to work in a multidisciplinary, administrative environment.
