About the role

The position is filled on a fixed-term basis due to the nature of the role (Section 9, subsection 2 of the State Civil Servants Act). The position is a joint post of the Prime Minister's Office and is located within the Department for EU Affairs. The Department for EU Affairs is responsible for coordinating the preparation and processing of matters handled in various ministries that are to be decided within the European Union, acting as the Government's EU Secretariat. Its duties include matters concerning the amendment of the Treaty on European Union and the coordination of such matters, horizontal and institutional issues central to the development of the European Union, and designated appointment matters concerning European Union institutions. The EU Special Expert is responsible for the EU's Common Security and Defence Policy, general monitoring of security and defence policy, issues related to preparedness for hybrid threats, and EU crisis preparedness, and participates in the department's readiness matters. The EU Special Expert serves as the secretary for the EU preparation unit for crisis preparedness and hybrid threats. The EU Special Expert's task is to prepare and coordinate Finland's positions within the Government in their own area of responsibility. The EU Special Expert is also responsible for monitoring EU-NATO cooperation from the perspective of the consistency and coordination of EU policy. The scope of the role also includes monitoring the processing of matters within EU institutions and other tasks assigned by management.
