Approche Tier / Tiered Approach. The Government of Chad advances decentralization; the project focuses on monitoring and evaluation of the decentralisation plan and capacity building. The role includes developing M&E tools, reporting and guidance to project managers. The incumbent performs other duties as required to ensure project success.
