About the role

The South Savo Wellbeing Services County Eloisa is seeking a Development Specialist for strategy services starting September 1, 2026, or by agreement. Interviews for the position will be held in week 34. As a Development Specialist, you will play a key role in aligning Eloisa's strategy, development needs, and external funding opportunities in close cooperation with all sectors. The Development Specialist is responsible for coordinating strategic development projects, project funding, knowledge management, and the development of impact in collaboration with various sectors, and supports the realization of the organization's strategic goals. In this role, you will be responsible for the planning, coordination, and promotion of development projects that support strategic objectives. You will actively monitor national and international funding opportunities, prepare project applications, and coordinate application processes in cooperation with experts and management. You will support sectors in the implementation, monitoring, evaluation, and reporting of project-funded activities, ensuring the achievement of project goals and impact. You will work closely with the knowledge management team in monitoring and developing the strategy. Your specific area of responsibility includes development entities related to the utilization of quality and impact data, such as developing customer feedback data, unifying data structures, and promoting knowledge management and reporting solutions. You will lead and implement development projects in cooperation with different sectors, strengthening the organization's data-based decision-making and impact assessment. We offer you a versatile and impactful role at the heart of the wellbeing services county's development, as well as the opportunity to participate in the renewal of services, knowledge management, and strategic development together with expert colleagues. Your workstation is located in Mikkeli, but we work flexibly with remote and on-site work; if required by the tasks, work is also performed at other locations within the wellbeing services county. You will succeed in this position if you are passionate about development, can grasp broad entities, and are able to independently drive large development and project entities forward in a changing operating environment. Success in the role requires strong collaboration skills and a proactive, solution-oriented approach to work. The eligibility requirement for the position is a suitable higher university degree. In addition, sufficient knowledge of the social and health care service system is required. We also require proven development and project expertise and experience in the practical implementation of projects, strong collaboration and interaction skills, and the ability to drive development entities forward in a goal-oriented manner. We value experience in project activities, the development of knowledge management, and the ability to put changes into practice in cooperation with various stakeholders. We also value knowledge of quality management or continuous improvement methods, as well as experience in customer feedback management, service design, impact assessment, and quality measurement and reporting. We expect you to have the ability to analyze and utilize information to support decision-making and development, a readiness to develop services from a customer-centric perspective, and an understanding of the public sector operating environment and funding mechanisms. The applicant is required to have sufficient oral and written Finnish language skills for the performance of the duties. A probationary period of six (6) months applies to the employment relationship. The application must arrive by the end of the application period.
