Expert, Northern Security Network Project, Kemi/Tornio - Lapin hyvinvointialue

The Lapland Welfare Area is seeking a skilled and motivated expert for a fixed-term position from September 1, 2026, to December 31, 2026, as part of the Northern Security Network project. The project's goal is to develop mental health and addiction services for children and youth and to prevent drug overdose deaths in Lapland. The project started in autumn 2025, and the position will be filled as the current project expert transitions to other duties. Project objectives: - Clarify and strengthen the basic level of mental health and addiction services for children and youth. - Enhance specialized expertise in the prevention and treatment of drug and substance abuse among children and youth. - Promote multidisciplinary collaboration and integration of service pathways. - Model and pilot a mobile health advice point for drug-using youth in the Meri-Lappi area (Kemi, Tornio, Keminmaa, Tervola, Simo, Ylitornio) in collaboration with Lapland University of Applied Sciences. The expert's work will focus particularly on implementing the mobile health advice point aimed at drug-using youth in collaboration with Lapland University of Applied Sciences. A pilot in the Meri-Lappi area started in spring 2026 and will end at the end of the year. The work location is at the child and adolescent psychiatry outpatient clinics in Kemi and Tornio. Responsibilities include: - Implementing the pilot of the health advice point and developing health counseling conditions in the Lapland Welfare Area according to the project plan. - Providing counseling according to the plan (e.g., safe injection practices, needle exchange, guidance on managing needle injuries) and informing about available services. - Planning equipment and supplies and procuring necessary materials for health counseling during the pilot. - Planning and executing communication measures for the health advice point. - Participating in other work packages of the project in support of the project manager. Requirements: - Qualification as a healthcare professional (Act 554/1994), a degree in nursing or equivalent. - Experience working in mental health and addiction services, especially with youth. - Good collaboration and communication skills. - Ability to plan and implement practical development activities. - Knowledge of youth service systems and drug use phenomena, and the ability to meet youth respectfully. Preferred: - Experience in project and task management. - Practical experience in health counseling and working with youth. Employment terms are governed by the general collective agreement for the social welfare and health care sector (HYVTES). The position includes a trial period of up to half the fixed-term duration.
