Lapland Welfare Area is seeking a skilled and motivated specialist for a fixed-term position from 1.9.2026 to 31.12.2026 as part of the Northern Security Network project, which aims to develop mental health and addiction services for children and youth and prevent drug-related deaths in Lapland. The project started in autumn 2025, and the position will be filled as the current project specialist transitions to other duties. Key objectives of the project: Clarify and strengthen the basic level of mental health and addiction services for children and youth. Enhance expertise in prevention and treatment of drug and substance abuse among children and youth. Promote multidisciplinary collaboration and integration of service pathways. Model and pilot a mobile health advice point for drug-using youth in Meri-Lappi area (Kemi, Tornio, Keminmaa, Tervola, Simo, Ylitornio) in cooperation with Lapland University of Applied Sciences. The project is funded by a state grant from the Ministry of Social Affairs and Health. More information about the project can be found at https://lapha.fi/tietoameista/pohjoisen-turvaverkko. The specialist’s work focuses particularly on implementing a mobile health advice point aimed at drug-using youth in collaboration with Lapland University of Applied Sciences. A pilot in Meri-Lappi started in spring 2026 and will end at the end of the year. The work location is at the child and adolescent psychiatric clinics in West Lapland in Kemi and Tornio. Responsibilities include: Implementation of the health advice point pilot and development of health advice services in Lapland Welfare Area according to the project plan. Providing advice according to the plan developed for the health advice point (including safe injection practices, needle exchange, management of injection site infections) and informing about available services. Planning equipment and materials needed for health advice during the pilot. Planning and executing communication measures for the health advice point. Participating in other work packages of the project in support of the project manager. We offer: An interesting and impactful role in developing preventive services for youth. Requirements: Qualification as a healthcare professional (Act 554/1994), a degree in nursing or equivalent. Experience working with mental health and addiction services, especially with youth. Good collaboration and communication skills. Ability to plan and implement practical development activities. Knowledge of youth service systems and drug use phenomena, and ability to meet youth respectfully. Preferred: Experience in project and task management. Practical experience in health advice and working with youth. Employment terms are governed by the general collective agreement for the social welfare and health care sector (HYVTES). A trial period of up to half the duration of the fixed-term contract applies.
