Who the agreement covers

Hiihtokeskusalaa koskeva työehtosopimus on valtakunnallinen. Sen piiriin kuuluvat sopimuksen soveltamisalaa koskevan määräyksen mukaan hiihtokeskusalalla toimivien yritysten palveluksessa olevat toimihenkilöt ja työntekijät. Sopimus ei koske yrityksen johtoon kuuluvia.

Does it apply to every employer in the field?

Yes. The Confirmation Board has found this agreement generally binding (yleissitova), so its minimum terms apply to every employer in its field, including employers who are not members of the signing employer federation. Your employment contract cannot agree on anything worse than these terms.
