Who the agreement covers

Vedeneristysalaa koskeva työehtosopimus on valtakunnallinen. Sitä noudatetaan sen soveltamisalaa koskevan määräyksen mukaan työnantajaliiton kaikkiin työntekijöihin, jotka tekevät vedeneristystyötä ja siihen liittyviä työtehtäviä. Sopimus on voimassa työnantajaliiton jäsenten työmailla koko maassa.

Does it apply to every employer in the field?

Yes. The Confirmation Board has found this agreement generally binding (yleissitova), so its minimum terms apply to every employer in its field, including employers who are not members of the signing employer federation. Your employment contract cannot agree on anything worse than these terms.
