About the role

Commissioning Manager · On-Site Freelance contract in Data Centre Construction West of Cologne, NRW Germany. Duration: 18 months initial, with extension to 3 years possible. 5 days per week on site. Start: 1 October. Reports to: Project Director / Delivery Lead (end client). The Project: hyperscale data centre construction program, end client-owned, full ownership of commissioning from design review to handover. Role Purpose: own the delivery of the full Cx programme Level 0–5 across MEP and controls; responsible for schedule, documentation quality, readiness of systems, safe handover, and acting as client technical authority on site. Key Responsibilities: planning and programme management; Level 0–2 design review, FAT/werksabnahme for critical plant; Level 3–4 pre-functional and functional testing; Level 5 Integrated Systems Testing; safety, QA, and handover. Essential Requirements: demonstrable experience managing commissioning through Level 5 on datacenters; strong electrical/mechanical knowledge; ownership of commissioning program; fluent German (C1) and English; right to work in Germany; 5 days/week on-site; freelance registration in Germany. Desirable: experience with Werksabnahme, VOB abnahme, TÜV interfaces; Cx accreditation; NRW/Frankfurt market experience; safety certifications. Contract Details: freelance day rate negotiable; 18 months initial term, potential extension. Site-based, west of Cologne; accommodation considerations for non-local candidates.

Responsibilities

  • Own, maintain and drive the commissioning programme, aligning Cx milestones with construction completion, energisation and handover dates.
  • Develop and issue the Commissioning Plan, system readiness criteria and level by level acceptance gates.
  • Chair weekly commissioning coordination meetings with contractors, the Cx agent, controls vendors and client stakeholders.
  • Track and report progress, risk and readiness to the client leadership team.
  • Level 0 to 2: Review design documentation, submittals, specifications and vendor drawings for commissionability; oversee FAT for critical plant; verify equipment delivery and installation quality; control punch lists.
  • Level 3 to 4: Manage pre-functional and functional performance testing; oversee Site Acceptance Testing and load bank testing; verify controls and graphics; sign off Level 4 documentation.
  • Level 5: Lead Integrated Systems Testing, verify failure mode response, load transfer and recovery times; close out Level 5 findings.
  • Safety, quality and handover: interface with Energy Marshal and ensure proper permits; enforce safe systems of work; assemble and validate full Cx documentation pack; deliver client operations team training.

Requirements

  • Demonstrable experience managing commissioning through Level 5 on completed data centre, hyperscale or mission critical projects.
  • Strong technical grasp across both electrical and mechanical systems, including UPS, generators, MV and LV switchgear, chilled water, CRAH/CRAC and BMS.
  • Proven ownership of a commissioning programme, not solely attendance or support to a Cx agent.
  • Fluent German (C1 minimum). The role requires managing German speaking contractors and running site meetings in German.
  • Working English for interface with the international client and vendor teams.
  • Full and unrestricted right to work in Germany. No sponsorship available.
  • Able to commit to 5 days per week on site for the full contract duration.
  • Registered as freelance in Germany, or able to register (Gewerbeanmeldung or equivalent structure) prior to start.
