About the role

Tornio City is seeking a collaborative, visionary City Manager with an inspiring, forward-looking strategic approach to developing the city. The City Manager is the highest civil servant responsible for overall leadership of the organization, guiding operations, administration and finances. The role acts as the secretary to the city council and chairs the city management team. You will shape Tornio’s future in cooperation with elected officials, staff, business life and other key stakeholders, emphasizing financially balanced leadership, enhancing vitality, organizational development and promoting open, constructive collaboration. You will demonstrate through your actions a commitment to sustainable, bold and safe operating culture, while overseeing cross-border cooperation with our twin city Haparanda in Sweden. The position requires a practical understanding of municipal administration, strong municipal governance and financial acumen, and demonstrable leadership experience. Fluency in Swedish and English (spoken and written) is expected. The appointment is for a permanent position starting 17 August 2027, with a six-month probationary period.
