Employment Services of the Business Oulu municipal enterprise is seeking a SELF-COACH for a permanent official position in the under-25s team of the Youth unit. Self-coaches operate within the employment services of the Business Oulu municipal enterprise. The goal of the employment services is to promote employment through job placement, supporting the development of job seekers' skills based on labor market needs, identifying, promoting, and verifying job seekers' work capacity, and through effective service guidance. Employment services serve both job seeker and employer clients and collaborate with other employment actors in the Oulu region. The City of Oulu is the responsible municipality for the operations of the Oulu region employment area; a division of labor has been made with contract municipalities, according to which tasks are divided between contract municipalities and the responsible municipality. A significant part of the employment services' tasks are statutory; in addition to these job seeker and employer services, new effective means to promote employment are developed together with a partner network. The primary task of the self-coach is broad-based customer service aimed at promoting the employment of job seekers, enhancing job seekers' skills to meet labor market needs, developing job seekers' work capacity to match tasks corresponding to their skills, and providing job seeker clients with services according to their service needs. Client work is conducted face-to-face, and partial remote work is possible. The self-coach operates under official responsibility and, using discretionary power, is responsible for official tasks according to the Act on Arranging Employment Services and the Unemployment Security Act. The self-coach is responsible for the client's personal guidance according to service needs, provides service paths if necessary, and is responsible for the progress and monitoring of the client process. Central to client work is the broad assessment of the client's service needs and solution-oriented service guidance, which helps the client identify their strengths and opportunities. The self-coach determines the client's service needs and entitlement to unemployment benefits, provides labor policy statements, and gives statements on the job seeker's right to unemployment benefits. They maintain job seeker data in the Client Information System (A-TMT and other systems required by the employer). Responsible for the guidance of the job seeker client in accordance with the organization's goals; promoting the employment of job seekers, creating new solutions for the availability of skilled labor, developing job seekers' skills to meet labor market needs, supporting the client's work capacity process, and implementing timely and need-based service guidance. Supports and encourages the client toward independent job searching and activity with a motivating approach and guides the client to seek work through multiple channels. Helps the client identify job opportunities matching their skills. Supports the job seeker in skill development by guiding them toward work or training trials, as well as vocational choice and career guidance. Guides the client toward labor market training or other employment-promoting education. Responsible for convening a network meeting according to the client's service needs or participating in the client's network work. The network may include, for example, representatives from social and health services, service providers, and other members of the client's network to support the assessment and development of the job seeker's work capacity. Guides and advises on starting a business, self-employment, and grant matters. Processes agreements and applications according to employment services. Makes discretionary official decisions and solutions regarding work trials, discretionary expense reimbursements, and self-initiated studies supported by unemployment benefits. Collaborates with various authorities: e.g., Kela, social services, healthcare, and the KEHA center. Collaborates with service networks and stakeholders; BusinessOulu's internal network, educational institutions, companies, employers, the third sector, etc. Extensively utilizes the services of the municipality and partners and builds employment-promoting service entities. Acts as support for the client also during services and determines further paths according to the client's service needs together with internal and external partners. Collaborates with employers: Advises and supports employers regarding services and supports for hiring a job seeker. Meets employers based on the needs of the job seeker client. Helps the employer find suitable candidates according to the job placement process. Promotes the filling of open positions by making job offers and searching for candidates for open jobs and wage-subsidy positions in the A-TMT information system. Participates in various events and occasions aimed at promoting labor matching and lowering recruitment thresholds. Eligibility for the position is a suitable higher education degree and other professional skill and expertise acquired through work experience. Or another suitable professional degree and extensive expertise acquired through work. The position requires good interaction skills (oral and written communication) with young clients, negotiation skills, and good English language skills. The work requires an independent and goal-oriented approach and the ability to solve problems in situations where there is not always a ready-made operating model. Additionally, knowledge of the labor market and education opportunities is required. Knowledge of youth services, integration services, and various sectors, as well as special expertise in job placement and the development of skills and work capacity, is considered an advantage. The person selected for the position in the under-25s services team must present a criminal record extract (Act on the Verification of the Criminal Background of Persons Working with Children 2002/504). Before the confirmation of the official appointment, the selected person must present a certificate of their health status for the position.
