About the role

In this impactful role, you will ensure that the performance of rescue operations remains strong even in changing situations. Your Role As Fire Chief, you are responsible for the personnel management of the operational services of the Southwest Finland Rescue Department, as well as the development of resource and shift planning. The position combines strategic planning of personnel resources, organization of operational activities, and the development of service production. You will participate in the management, development, and performance assurance of rescue service production. You are responsible for developing the planning and management of operational service personnel resources and building operating models to ensure that personnel numbers, expertise, work capacity, and availability support the service level of rescue operations in the short, medium, and long term. You will serve as the administrative supervisor for approximately 150 employees. You are responsible for personnel management, supporting work capacity, ensuring the development of expertise, and strengthening the operating culture of the work community. You promote constructive interaction and cooperation and support proactive personnel management, work capacity management, and the implementation of early support operating models. You will work as part of the result group's management team and participate in the planning and development of operations. You lead the practical implementation of development measures and drive changes forward with determination in cooperation with staff and various stakeholders. In this role, you build trust, community, and well-being at work, and ensure the conditions for personnel operational capacity in the long term. Your workstation is located at the rescue and emergency medical services of the Southwest Finland wellbeing services county, at the central fire station in Turku. With their consent, the Fire Chief participates in the on-call duty of the rescue service management system as needed. What We Expect From You We are looking for an experienced personnel manager with the ability to manage personnel resources systematically and build long-term solutions in a changing operating environment. You have experience in supervisory roles and understand how personnel numbers, expertise, work capacity, operational capacity, and availability are ensured as part of the performance and continuity of rescue services. You can utilize data to support management and proactively identify future personnel and expertise needs. You will succeed in this role if you can monitor, evaluate, and manage work capacity in a goal-oriented manner and proactively identify factors affecting work capacity. You can conduct constructive discussions regarding work performance, coping, and work capacity, and implement early support operating models in cooperation with staff and support services. We value broad education and a continuous desire to develop your own expertise. Experience in one or more of the following areas is considered an advantage: - planning and management of personnel resources - broad shift and resource planning - utilizing personnel data to support management - use of CGI HR, Numeron, or similar personnel administration systems - process development and renewal of operating models - project management and coordination in service production - development of service production - expertise management - change management and personnel involvement. Eligibility requirements include a higher education degree suitable for the position, the eligibility required for officers participating in full-time rescue operations (Rescue Act 379/2011 and Decree 407/2011), and a valid driver's license for at least a passenger car. A driver's license for trucks is considered an advantage. Language requirements are good oral and written Finnish skills and satisfactory oral and written Swedish skills.
