The City of Ylöjärvi is recruiting a permanent Maankäyttöinsinööri starting 1 November 2026 or by agreement. The position belongs to the Technical and Environment Department under the Planning and Land Use Services sub-division. The Planning Manager leads a team of about 15 people within the Planning and Land Use Services sub-division. Closest colleagues on the sub-division are the Lot Engineer, Geo-information Engineer and Land Surveyor. Key partners are planning, municipal engineering, administration and development, as well as Building Control and Facilities. Role duties include managing municipal real estate, land acquisition and land leasing, and preparing land-use related contracts such as land-use contracts and initiation agreements for planning. The Land Use Engineer prepares matters related to land use and real estate for decision-making, drafts position texts, negotiates with landowners and other parties, and handles follow-up actions on decisions and contracts. Tasks include representing the city in expropriation and real estate transactions, applying for title deeds, issuing subdivision statements and preparing pre-emption statements. Subdivision statements assess prerequisites for forming building sites in cooperation with planning and building control. The Land Use Engineer also prepares compensation agreements related to street area takeovers. The engineer is responsible for monitoring, reporting and accounting of municipal land assets and for preparing material for the annual financial statements. Requirements include knowledge of land use and real estate legislation, understanding of different planning levels, knowledge of the city’s land policy program and decision-making, and proficiency in geographic information systems, registries and case management systems. Cooperation is with clients, partners and other city departments.
