We are hiring an Omavalmentaja for a fixed-term position in the BusinessOulu Employment Services for 1 January 2027 to 31 December 2027. As an Omavalmentaja you will guide clients toward employment in the employment services, within the Technology and Industry sector team of BusinessOulu’s client services. The role involves personal guidance, building individualized service paths, and ensuring progress of the client process. A core part of the job is motivating the client and providing solution-focused guidance. Most client work is face-to-face, with possible remote service elements. In practical terms, the tasks of the employment authority include helping clients recognise their own skills and strengths to advance employment, ensuring the client process and unemployment security tasks progress, mapping and offering suitable work, study, or job trial possibilities, and guiding clients to appropriate services. The work blends people-facing interaction with problem-solving and collaboration with various actors. Knowledge of employment and partner networks supports client work. You may collaborate with clients’ service networks including Kela or social and health services within the welfare region. If needed you may guide clients to services that support work capacity. External actors in the network can include employers, companies, educational institutions, city services, third sector actors and other service providers. The Omavalmentaja works in the above-mentioned client services team. The environment can be busy, so you need prioritisation skills and the ability to lead and organise your own work. You know the labor market and education and service systems, but you also seek further information when necessary. You are encouraged to participate in developing activities. Natural contacts with companies and partners will ease your work. Oulu City applies a six-month probation period. Qualifications include a suitable university degree or other relevant professional qualification and broad experience in the field. Success in the role requires self-management, goal-oriented work, ability to assess the client’s real service needs and to conduct guidance with energy and motivation, agility to resolve even challenging client situations, stability when busy or during changes in the working environment, capacity to learn and apply the governing legislation, and firmness in acting in a public authority role.
