About the role

We are seeking a municipal leader for Rusko, responsible for the comprehensive leadership of administration, finances and operations under the municipal council, acting as the highest official of the municipality and the presenter to the municipal council. As the municipal manager you will develop Rusko’s future in cooperation with elected officials, staff, businesses and other key stakeholders. The role emphasizes strengthening the municipality’s vitality, organizational development and promoting open, constructive collaboration, as well as proactive and balanced financial leadership. You will model a proactive, open and can-do culture, where development happens together and goals are carried through to completion. The position requires an eligible higher education degree for the role. In addition, we require strong experience in leadership and municipal administration, excellent Finnish language skills, and knowledge of municipal finances. The successful performance of the role also requires experience in collaboration with business partners and vitality development and related extensive networks, excellent communication, collaboration and negotiation skills, ability to operate in a politically governed operating environment, and the ability to translate strategic vision into daily practice. We also expect you to act as Rusko’s visible representative and to create a positive atmosphere in the municipality. We offer the opportunity to lead a municipality with capable staff, committed elected officials and diverse collaboration networks. The municipal manager is appointed to a permanent civil service. The position starts on 1 February 2027 or by agreement. The appointee must present a valid medical certificate within 30 days of notification of the appointment. A six-month trial period will apply. Terms of service follow KVTES and a managerial agreement applies. A security clearance may be conducted for the selected person.
