Head of Customer Guidance and Oversight

Haemme a Heads of Customer Guidance and Oversight for the Child Protection and Family Social Work unit, starting 1 October 2026. The unit leads customer guidance and oversight for child protection services, including open and foster care, procurement of services from internal and external providers, and supervision of both internal and outsourced services. The role carries financial responsibility for approximately €72 million in outsourced services. The unit comprises 17 employees. You will join as a member of the service leadership team to lead and develop child protection and family social work, ensuring services are responsive to client needs, impactful, and cost-efficient. You will work with Helsinki’s child protection and family social work actors and with the broader network within social, health, and rescue sectors. Eligibility: a higher education degree and licensure as a social worker under the Social Welfare and Health Care Professionals Act 817/2015 §7; knowledge of the field and sufficient leadership ability; excellent Finnish and acceptable Swedish oral and written skills; a satisfactory health certificate before starting. We require experience and/or expertise in customer guidance and supervision in child welfare, as well as tenders and procurement. You should have supervisory experience in child welfare social work and good knowledge of foster care. You are development-oriented, capable of implementation, and have strong interpersonal and collaboration skills. An advantage is demonstrated experience in managing a large unit’s finances. Six-month probation applies.
