
Under the direct supervision of the Project Specialist (Engineer), the Project Analyst (Engineer) has the responsibility to support infrastructure activities related to the design, supervision and quality assurance. The Project Analyst (Engineer) should provide technical expertise and support assuring that the projects produce the results specified in the Project Documents for the infrastructure components, to the required standard of quality and within the specified constraints of time and cost. Responsibilities include: reviewing and approving infrastructure project design documentation; facilitating needs assessment, tender design, procurement processes, contract inputs; supporting management of works for energy efficiency improvements; advising on design, materials and quality corrections; ensuring compliance with project management rules; contract management and coordination with stakeholders; liaising with contractors and municipalities; supervising design development and construction works; monitoring on-site quality, quantities, costs, schedule, safety and environment; reporting on-site monitoring; providing early warning of issues; collecting and presenting background information for work plans and progress reports; contributing to knowledge networks; and performing other duties as needed. The incumbent works with the Project Specialist (Engineer), National Project Director and the Ministry of Construction, Transport and Infrastructure. Qualifications include an advanced university degree (Master’s) in Civil Engineering (water supply/sewerage) or Mechanical Engineering, or a first-level degree with additional experience. Requirements
- Master’s degree in Civil Engineering (water supply and sewerage) or Mechanical Engineering, or a Bachelor’s with 4 years of qualifying experience
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of experience in infrastructure project implementation
- Fluent in Serbian and English
