Who the agreement covers

Rakennusalan toimihenkilöitä koskeva työehtosopimus on valtakunnallinen. Sopimuksen piiriin kuuluvat Talonrakennusteollisuus ry:n,Infra ry:n, Kattoliitto ry:n sekä Pintaurakoitsijat ry:n jäsenyritysten palveluksessa olevat, toimihenkilötehtävissä työskentelevät henkilöt.

Does it apply to every employer in the field?

Yes. The Confirmation Board has found this agreement generally binding (yleissitova), so its minimum terms apply to every employer in its field, including employers who are not members of the signing employer federation. Your employment contract cannot agree on anything worse than these terms.
