Kotkan city’s Welfare and Employment Region, in the Etelä-Kymenlaakso Employment Area’s service unit, is recruiting for a temporary Service Manager starting 16 September 2026 or by agreement. The temporary post lasts until 31 December 2026. The position may be re-advertised publicly and filled permanently from the beginning of 2027. The Employment Area is responsible for statutory employment services for jobseekers and employers in the region, with over 100 specialists across the unit. The Service Manager acts as the immediate supervisor of the Shared Services unit and is responsible for leading the unit’s operations and services in accordance with the legislation governing the tasks and services defined for the employment authority, and for related regulations. The unit includes front desk and advisory services, psychologists, mobile staff and related professionals. Responsibilities include: acting as the immediate supervisor of 17 people; ensuring unit functionality and resources and work planning; ensuring high-quality customer service delivery and development (including digital channels, telephone services, and shared email inboxes); monitoring changes in laws and regulations related to the tasks and services of the employment authority and applying them in the unit; drafting and disseminating instructions; coordinating internal and external communication and event arrangements; participating in network and stakeholder cooperation related to the employment authority tasks and services. Qualifications: a suitable higher university degree; experience in supervisory work and unemployment services, and broad view of effective employment management. Success in the role requires strong interpersonal skills, resilience, and the ability to understand the big picture, as well as experience and insight in customer service, information dissemination and marketing tasks. Knowledge of public decision-making processes and familiarity with the employment authority’s legislation and interpretive skills are helpful. Working hours are 36.25 hours/week with partial remote work possible. The position includes a one-month trial period.
