
Field Facilitator
1. Position Information Office/Unit/Project: UNDP Türkiye/ Preparedness, Resilience and Response Programme/ “NEET Women Phase II” Project Title: Field Facilitator Level: NPSA 8 Duty station: Ankara, Türkiye Type: Short-term- retainer up to 65 working days Office- or Home-based: Home-based Expected starting date: 1 September 2026 Expected Duration: 6 months 2. Office/Unit/Project Description UNDP is the leading United Nations organization fighting to end the injustice of poverty, inequality, and climate change. The Preperedness, Response and Resilience Programme focuses on strengthening national and local capacities to anticipate, respond to and recover from crises and disasters. The project aims to create good practice examples and establish mechanisms to increase the employability among NEET (Not in Education, Employment, or Training) women between aged 18-35. 3. Scope of Work 3.1 Conduct Labour Market Needs Assessment and Build Private Sector Partnerships - Conduct labour market needs assessments by engaging with private sector companies, HR professionals, employer associations and business networks. - Assess employers' perceptions and willingness to recruit NEET young women. - Participate in meetings with private sector stakeholders (HR associations, industrial zones, technoparks, chambers of commerce). - Support matching of NEET young women with employment opportunities by sharing CVs and facilitating interviews. 3.2 Support for the Planning and Organization of Employment-Oriented Training Programmes - Consult with local stakeholders to identify priority training areas. - Identify resources required for training delivery (trainers, materials, logistics). - Provide comprehensive information on proposed training (venue, dates, curriculum, target participants). - Support planning and coordination of training activities. 3.3 Support for Outreach to NEET Young Women and Mobilization of Local Stakeholders - Support outreach efforts to increase participation of NEET women in project activities. - Identify and engage additional institutions and local networks (neighbourhood administrations, youth centres). - Establish contacts with UN Agencies, government institutions, and other partners. - Support referral and matching of candidates to training and employment. - Maintain records of project data, case studies, and photographs. Reporting: - Participate in bi-weekly coordination meetings. - Provide weekly progress updates via e-mail. - Submit a monthly progress report including meeting summaries, findings, and work plans. - Maintain an online interactive tracking database. 4. Institutional Arrangement The Field Facilitator will perform functions under the guidance and direct supervision of UNDP Project Manager. 5. Minimum Qualifications - Education: Masters Degree in Human Resources, International Relations, Business Administration, Public Administration, Social Sciences or equivalent. Bachelor’s degree with 2 years of relevant professional experience may be accepted. - Experience: Minimum 2 years (with Bachelor’s degree) of progressively responsible experience in human resources and/or job matchmaking. - Required skills: Experience in computers, office software (MS Word, Excel), web-based management systems, and database packages. - Desired skills: Partnership building with private sector, stakeholder relationship management, labour market trend analysis, knowledge of M&E tools for job match-making, knowledge of AI tools in labour market analysis. - Languages: Fluency in written and oral English and Turkish.

- Maintain an online interactive tracking database of labour market needs and candidate profiles
- Submit weekly and monthly progress reports to the Project Team
Requirements
- Masters Degree in Human Resources, International Relations, Business Administration, Public Administration, Social Sciences or equivalent (or Bachelor's with 2 years experience)
- Minimum 2 years of progressively responsible experience in human resources and/or job matchmaking
- Proficiency in MS Word, Excel, and web-based management systems
- Fluency in written and oral English and Turkish
