
Finance & Administration Associate
Background For the past 8 years, the EU-funded UNDP Public Finance Management (PFM) Pro PALOP-TL SAI programmes (2013-2017 and 2018-2022) successfully fostered and consolidated innovative tools and a solid Community of Practices (CoP) gathering more than 20 core economic governance state institutions and a similar number of CSO platforms in the 6 PALOP-TL countries (Angola, Cabo Verde, Guinea Bissau, Mozambique, São Tomé e Príncipe, and Timor-Leste) to promote transparent and efficient PFM, budget oversight and economic governance. The 3rd PFM Pro PALOP-TL SAI programme, the PALOP-TL Regional Economic Governance Programme – Boosting Public Finance Management Systems (PFMS) and Budget Oversight (Pro PALOP-TL – Phase III), aims to consolidate and scale up the gains and actions referred above to continue promoting transparent, accountable, gender responsive and open budgetary cycles, as well as to further strengthen parliament, the court of auditors, the executive institutions and citizens’ capacities to monitor how governments execute state budgets. Duties and Responsibilities To support the daily management of the project’s activities, UNDP Cabo Verde is recruiting a Finance & Administration Associate (FAA) that will work under the direct supervision of the Project Manager/PFM Advisor. The FAA will be based in Praia, Cabo Verde. Responsibilities: - Financial and administrative support to the Pro PALOP-TL SAI (Phase III) Management Unit and others countries; - Facilitation of knowledge building and knowledge sharing within the scope of the Pro PALOP-TL SAI (Phase III); - Support to management of the Country Office programme to ensure corporate alignment between the project and UNDP Programme and Operations Policies and Procedures (POPP). Financial and administrative support results: - Produce all project financial reports required by UNDP rules and procedures (POPP) and EU contractual requirements. - Ensure reconciliation of all accounts and financial reports. - Creation of requisitions in Quantum for development projects, register of goods receipt in Quantum. - Making budget check for requisitions, Purchase Orders (POs) and invoice. Maintenance of the internal expenditures control system. - Timely corrective actions on unposted vouchers. - Timely implementation of M&E recommendations. Knowledge building results: - Support the organization of trainings delivered by the project in all beneficiary countries. - Regular contributions to relevant knowledge networks and communities of practice. Corporate alignment results: - Collection, analysis and presentation of background information for preparation of United Nations Development Assistance Framework, Country Programme Document, Country Programme Action Plan, effective application of Results Based Management tools and establishment of management targets. - Presentation of background information for formulation of country programme, draft project documents, work plans, budgets, proposals on implementation arrangements. Required Skills and Experience Education: - Secondary Education is required with specialized certification in accounting and/or Finance. - University degree in Finance or Accounting is desirable. - Part-qualified accountants from an internationally accredited institute of accountancy will have a distinct advantage. - Fully Qualified Accountant or Full Completion of the UNDP Finance Training and Certification Programme (FTCP). - Experience using computers and office software (MS Word, Excel, etc.) and advanced knowledge of spreadsheets and web-based management systems, such as ERP financial systems and databases. Experience: - Minimum of 6 years of experience (with secondary education) or 3 years (With bachelor’s degree) in project finance and administration is required.

Requirements
- Secondary Education with specialized certification in accounting and/or Finance
- Minimum of 6 years of experience in project finance and administration (with secondary education) or 3 years (with bachelor's degree)
- Experience using computers and office software (MS Word, Excel, etc.)
- Advanced knowledge of spreadsheets and web-based management systems (ERP financial systems and databases)
