Financial Secretary

The unit handles the determination and decisions of income-linked customer charges for social and health services, customer service and stakeholder collaboration, as well as related waivers and exemptions under delegation rules. It also includes service entries for external procurement and their recording in the system. The team consists of three subunits and specialists. Main duties include defining and deciding on income-linked customer charges, preparing decisions on waivers and non-collection with customer guidance, invoicing support tasks (e.g., invoice corrections), and multi-channel customer guidance related to charges. Qualifications: suitable university-level degree (e.g., tradenomi) or an equivalent earlier polytechnic/college degree or applicable professional qualification (e.g., merkonomi) and work experience. Finnish language proficiency in speaking and writing is required. A health check will be requested before the selection decision. Desirable: prior practical experience in defining and deciding on income-linked charges, financial administration, Office and customer service tasks, and knowledge of the Helsinki City social, health and rescue department organization. Desired skills include: knowledge of the Apotti information system, independent and proactive work attitude, strong teamwork and communication skills, adaptability, knowledge of social and health care customer charge laws and administrative law, and Swedish language ability. Core competencies highlighted include responsible and precise work, numerical accuracy, financial administration experience, strong IT skills, ability to work under pressure, and multitasking across multiple cases.
